Minnesota's Department of Human Services handed out an Outstanding Refugee Award in 2021, and both honorees at that ceremony are now fraud defendants.
The agency that gave out those awards is the same agency that cut the Medicaid checks those defendants allegedly stole.
Now prosecutors say one of those award winners ran a fraud scheme tied to a sex trafficking ring – and Tim Walz's government never saw it coming.
The Award Winner Who Ran a Fraud Scheme Tied to Brothels
Salman Ahmed Elmi received the Outstanding Refugee Award for Entrepreneurship from the Minnesota Department of Human Services in 2021.
That same DHS agency then paid out millions of dollars to Medicaid providers – including Elmi's company Reva Health.
Prosecutors allege Elmi and his co-conspirators billed Minnesota's Medicaid program for more than $4.5 million in services that were never provided or were flat ineligible.
Elmi faces three counts of aiding and abetting theft by swindle and five counts of aiding and abetting theft by false representation.

The scheme worked by recruiting young women – homeless women, women struggling with addiction, women in financial crisis – and using their identities on fraudulent Medicaid billing claims.
Two of Elmi's co-conspirators, former assistant Anoka County attorney Andrea Sampson and Frank Devone Reeves, were simultaneously busted in a sex trafficking ring involving brothels in Hennepin County.
Court documents show the trafficking operation ran out of sites promoted as assisted living facilities – facilities that were also billing Medicaid.
Sampson had ownership interest in Reva Autism Center and the commercial sex houses.
Investigators traced the operation back to a website called Minnesotaerotica.com and found it had been running since at least 2019.
Elmi walked out of his first court appearance on $100,000 bail with his passport surrendered.
In an archived DHS profile that has since been scrubbed from the state website, Elmi described himself as proof that refugees "contribute to a big part of the U.S. economy" and credited his success to "grit and hustle."
He contributed, all right.
Elmi's co-honoree from that same 2021 ceremony, Ayan Abukar, is now convicted fraud felon number 58 in the Feeding Our Future case.
Walz's agency picked two people for the same entrepreneurship award and both turned out to be fraudsters.
This Is What Walz Built Over Seven Years
The Elmi case is not a surprise to anyone paying attention to Minnesota.
Federal prosecutors have charged 92 people in fraud schemes connected to Minnesota's social service programs, and 82 of those defendants are Somali Americans.
Assistant U.S. Attorney Joseph Thompson described it as fraud at an industrial scale – calling Minnesota not a case of a handful of bad actors, but an entire system being looted.

Prosecutors estimate that up to $9 billion may have been stolen from 14 Medicaid programs the state itself flagged as high risk.
The Heritage Foundation's Simon Hankinson identified the core reason Minnesota officials let it happen: they were terrified of being called racist.
A Republican-majority Minnesota House committee investigating the scandal confirmed it in writing – that whistleblowers held back for fear of being labeled racist or Islamophobic.
Auditors who flagged irregular payments from Somali-owned daycare providers were called racist and xenophobic by the very administrators who were supposed to stop the fraud.
Tim Walz received $10,000 in donations from donors tied to Somali-run daycare centers while those same centers were under scrutiny.
AEI concluded that Minnesota officials had confused Somali immigrant poverty with the legacy of American racism – and then let a billion-dollar fraud operation run for years rather than risk a bad headline.
Walz eventually dropped his bid for re-election under the weight of the scandal.
He was not willing to stop the fraud.
He was willing to hand out the awards.
Trump Was Right and Democrats Knew It
The Elmi arrest lands five years after Walz's DHS gave him that trophy.
It lands after $9 billion in estimated fraud.
It lands after 92 federal defendants.
It lands after Tim Walz left office in disgrace.
Democrats spent years calling anyone who questioned the Minnesota refugee resettlement program a bigot.
The answer to a billion-dollar fraud operation that used trafficking victims' stolen identities to loot Medicaid was to hand its operators entrepreneurship trophies.
Trump identified the problem, got called a racist for identifying it, and turned out to be correct about every detail.
Minnesotans are paying the price for a government that prioritized not offending anyone over actually protecting taxpayers.
The fraud happened anyway.
