Cuba Already Owns People Inside Your Intelligence Agencies
Ana Belén Montes sat at a desk at the Defense Intelligence Agency for 17 years.
By day, she briefed the Joint Chiefs of Staff on everything America knew about Cuba.
By night, she typed it all from memory onto an encrypted disk and handed it to Cuban intelligence.
She exposed four undercover American officers to Havana.
One former Bush administration official called her “one of the most damaging spies the United States has ever found.”
She served her sentence and walked free in 2023.
Victor Manuel Rocha went further.

He graduated from Yale and Georgetown, joined the Clinton-era National Security Council, became a U.S. ambassador, and advised the Southern Command – the military command responsible for Cuba.
He was a Cuban spy the entire time.
Fifty years of feeding America’s secrets to Havana.
Attorney General Merrick Garland called it “one of the deepest and most enduring penetrations of the U.S. government by a foreign agent.”
Walter Kendall Myers, great-grandson of Alexander Graham Bell, spent 30 years as a high-ranking State Department analyst – and a Cuban spy.
He’s serving a life sentence in a Colorado federal prison.
That’s not a spy agency.
That’s an occupation.
The Protesters Outside ICE Buildings Have a Handler in Havana
Rubio just named the organizations running the street operation.
Code Pink. The People’s Forum. The Democratic Socialists of America. The National Lawyers Guild.
The National Network on Cuba – a coalition of more than 60 American organizations.
All of them tied to ICAP, the Cuban Institute of Friendship with the Peoples, sanctioned by the U.S. government in June for supporting Cuban intelligence operations.
ICAP is led by Fernando González Llort – a convicted Cuban spy who served 15 years in a U.S. federal prison and went home to Cuba a celebrated hero.

In June 2026, those organizations distributed a document called the National Rapid Response Plan.
It instructs organizers to launch coordinated nationwide actions within 24 hours of any U.S. action against Cuba – targeting federal buildings, military bases, recruiting offices, and ICE facilities.
The plan maps 1,335 U.S. military and law enforcement sites in the Western Hemisphere.
The People’s Forum in Manhattan – the same organization that organized the January 30 anti-ICE shutdown – is the fiscal sponsor of the Venceremos Brigade, which has been transporting American activists to Cuba for decades.
Rubio was direct: “There’s nothing organic about it. It is funded, it is organized and Cuba is a part of that network and in some cases a critical part of the network.”
Every protest you watched outside an ICE facility.
Every pro-Maduro demonstration outside a federal courthouse.
Every anti-deportation march that shut down a city block.
Choreographed in Havana.
This Is Bigger Than Espionage
Cuba is a broken, failing island nation with a collapsing power grid and people living on next to nothing.
They have no aircraft carriers. No nuclear arsenal. No economy.
What they have is 70 years of operational experience running agents inside the most powerful government on earth.
Rubio put it plainly: Cuba is the only country that has “consistently implanted and embedded spies in our system without even paying them.”
That’s the part that should terrify you.
Montes wasn’t bought.
She was converted – recruited at Johns Hopkins, ideologically opposed to American foreign policy, and willing to hand classified secrets to a communist regime for 17 years without a dollar in return.
Cuba doesn’t need money.
It finds people who already hate America and gives them direction.
The same mechanism that turns a DIA analyst into a spy turns a college kid into someone who screams outside an ICE facility and genuinely believes he’s fighting for justice.
Most of those protesters don’t know anyone in Havana.
That’s exactly how it works.
Cuba recruits the true believers, funds the organizations, and lets actual Americans who already hold the grievance do the marching.
The State Department’s 100-page report calls it what it is: “the capital of 21st-century communism.”
Ninety miles from Florida.
Inside your intelligence agencies.
Organizing your street protests.
And until last week, most Americans had no idea.
