Disney forced 300 American workers to train their foreign replacements or lose their severance.
That was 2015 – and for eleven years, Washington, DC did nothing.
Now Vance just put the companies running this scheme on notice – and the subpoenas have already started.
The Scheme That Was Never Supposed to Have a Name
The H-1B visa was sold to America as a lifeline for genuinely brilliant people – the surgeon, the physicist, the engineer so exceptional that no American could fill the role.
That's not what it became.
What it became was a replacement pipeline.
Big corporations and overseas staffing firms learned they could import workers on H-1B visas at below-market wages, hand those workers American jobs, and pocket the difference.
The American workers didn't disappear.
They trained their replacements, signed severance agreements with non-disclosure clauses, and went home.
One displaced Disney IT worker told 60 Minutes he never imagined sitting at his own desk watching someone flown in from another country take over everything he had built.
He called it the most humiliating experience of his life.
That happened at one of the most recognized American brands on earth – and the Obama administration looked the other way.
Nobody went to jail.
Nobody even got fined.
Vance Called It What It Is
Speaking at the Wisconsin Air National Guard's 128th Air Refueling Wing in Milwaukee on Wednesday, Vice President JD Vance didn't use the careful corporate language Washington usually hides behind.
He said big corporations and fraudsters overseas are using the H-1B program to undercut the wages of American workers.
He said American jobs ought to go to American workers – not foreign fraudsters.
And he announced that the Department of Labor has already issued dozens of subpoenas as part of the largest federal crackdown on H-1B visa fraud in history.
Labor Department Inspector General Anthony D'Esposito went further on Fox Business, making a connection the establishment media refuses to touch.
"This is another example where fraud is fueling violent crime," D'Esposito said.
The visa and human trafficking tied to this foreign labor runs directly through cartels and transnational gangs – and the victims aren't just displaced office workers.
These are people working in medical facilities and doctors' offices, in positions where unqualified workers put patients in actual danger.
The investigation targets both H-1B visas and PERM labor certifications – the documents companies file to certify no qualified American exists for a given role.
Those certifications, investigators found, were being submitted fraudulently at scale.
Forty Years of Looking Away
This didn't start with Biden.
Both parties enabled this for nearly four decades because the donor class demanded it.
Congressman Chip Roy has called the program a forty-year mechanism for sidelining American STEM workers in favor of cheap foreign labor – with every resulting layoff rebranded as a supposed "skill shortage."
The numbers make the case.
H-1B applications exploded from roughly 100,000 per year in the mid-2000s to over 400,000 annually.
As demand grew, fraud industrialized.
Fake degrees, forged credentials, fraudulent employment letters – entire markets developed overseas to supply the paperwork needed to move unqualified workers past American immigration screening.
Microsoft filed more than 6,300 H-1B petitions in 2025 alone – 78 percent for Indian nationals – during the same period it laid off over 9,000 employees.

Those aren't skill-shortage numbers.
Those are replacement numbers.
The Fortune 500 Is Now in the Crosshairs
The administration has made clear this is not a one-time enforcement action targeting small staffing firms.
D'Esposito said investigators will follow every lead – a signal that Fortune 500 companies, overseas brokers, and the entire pipeline connecting them are now under scrutiny.
This probe operates under Project Firewall, a multi-agency initiative that has already opened more than 175 investigations into visa program abuses since 2025.
Kevin Lynn, who founded U.S. Tech Workers and has fought this battle for years, is cautiously optimistic – but he's setting a specific bar.
He wants Fortune 500 companies barred from the program and heavy fines levied against the firms that ran the scheme at scale.
That's the right standard.
Vance is in Milwaukee announcing subpoenas while the corporations that spent eleven years running this scheme are calculating whether this administration has the nerve to name them.
They should find out soon.
