Stephanie Minter was stabbed to death at a Virginia bus stop by a man with 30 prior arrests.
Fairfax County had him in custody and handed him back to the streets instead of ICE.
Now the receipts from Fairfax's own files show it wasn't an accident – it was policy.
What the FOIA Ripped Out of the Sheriff's Files
America First Legal filed a Freedom of Information Act request with the Fairfax County Sheriff's Office.
The data came back, and the numbers are worse than anyone knew.
For all of 2025, Sheriff Stacey Kincaid's office refused to transfer 448 illegal immigrants to DHS.
ICE got nine.
In just the first four months of 2026, Fairfax blocked another 167 transfers.
ICE got two.
That's 615 refused – and 11 transferred – over 16 months.

In April 2026 alone, 32 illegal immigrants were sitting in the Fairfax County jail with active immigration detainers.
Three were convicted criminals.
ICE got zero.
AFL counsel Will Scolinos put it plainly: "This deliberate obstruction by county officials protects illegal alien lawbreakers and endangers every family in Northern Virginia."
The Man Those Numbers Cannot Bring Back
On the evening of February 23, 2026, Stephanie Minter – a 41-year-old mother from Fredericksburg – was waiting at a Hybla Valley bus stop.
She was stabbed to death.
Abdul Jalloh, 32, from Sierra Leone, in the country illegally since 2012, was arrested the next day.
He had more than 30 prior arrests in Fairfax County: rape, malicious wounding, assault, drug possession, identity theft, firing a weapon.
In almost every case, Commonwealth's Attorney Steve Descano – funded by George Soros, now under DOJ investigation – dropped the charges.
Fairfax County police sent Descano's office written warnings three separate times that Jalloh was going to kill someone.
He killed someone.

Descano and Kincaid both testified before the House Judiciary Subcommittee on Immigration Integrity, Security, and Enforcement this spring.
Jim Jordan asked Descano about the cases where immigration status drove his charging decisions – the policy that had been on Descano's own campaign website for six years.
Descano couldn't answer.
Cheryl Minter – Stephanie's mother – is now working to recall Descano from office.
"He's as dangerous as the criminals themselves," she said.
She is right.
This Is the Strategy, Not the Exception
Santa Clara County, California received 529 ICE detainer requests in 2025 and honored exactly zero.
Fairfax County has been among the top three jail systems in the country for declined ICE detainers since at least 2023, according to the Center for Immigration Studies.
Jim Jordan told Congress that nearly a third of all Americans now live in a sanctuary jurisdiction.
That is not a coincidence.
It is a coordinated decision by Democrat politicians to make ICE's job impossible on the ground while pointing at Trump as the threat to public safety.
The DOJ's Civil Rights Division opened a formal investigation into Descano's charging guidelines in May 2026 – the same guidelines he claimed reflected his community's values while a violent repeat offender with over 30 arrests walked his streets without consequences.

The House Judiciary Committee has subpoenaed documents with deadlines that have come and gone.
Kincaid and Descano are still in place.
A Descano spokesperson told reporters the DOJ probe is politically motivated and that their policies "are fair, legal and reflect the values of Fairfax County."
Stephanie Minter was a Fairfax County value.
Her mother can't talk to her anymore.
The Trump administration demanded accountability, and Fairfax responded by sending a spokesperson to read a statement.
615 times they had the chance to hand someone over.
They chose eleven.
