Biden's team was literally told to stop checking whether people actually qualified for Obamacare.
That admission didn't come from a whistleblower or a leaked memo.
It came from Dr. Oz himself – standing at the White House podium – and what he said next explains where your money went for the last five years.
The Number Biden Built His Legacy On Was a Lie
Oz dropped it plainly at Tuesday's press briefing: roughly 35 percent of the people on Obamacare exchanges may not be legitimate enrollees.
That's more than one in three.
He put a dollar figure on it too – up to five or six million people whose premiums American taxpayers are covering, many of whom never filed a single claim because they didn't even know they had the coverage.
How does that happen?
Oz explained exactly how: "We completely took the guardrails off, and I know this because I'm working in the agency that actually was told to take the guardrails off."
Obamacare had nine million enrollees through most of the 2015–2020 period.
Then Biden's American Rescue Plan blew the doors open – eliminating income caps, pushing premiums to zero for low-income enrollees, and stripping out verification requirements that kept the rolls honest.
Enrollment exploded to more than 20 million.
Democrats called it a triumph.
What they were actually doing was manufacturing a number big enough to justify the program – and leaving the door wide open for every crooked broker in America to walk through it.
Brokers Were Getting Paid to Enroll People Who Had No Idea They Were Enrolled
A broker signs someone up for a fully subsidized ACA plan – someone already on Medicaid, a person enrolled in two states simultaneously, someone who never consented – and collects a commission.
The federal government pays the premium directly to the insurer.
The enrollee never sees a card, never uses the coverage, never knows it happened.
Taxpayers get the bill.
The Government Accountability Office ran an undercover investigation, created 20 fictitious enrollees, and submitted fraudulent applications through real brokers.

Eighteen of those fake plans remained active – with subsidies flowing to insurers – long after the investigation closed.
The GAO issued the same warning under Obama, under Biden, and under Trump's first term.
Biden ignored every one of them.
Federal prosecutors finally moved in 2025.
In February, the DOJ indicted Cory Lloyd and Steven Strong for a $161 million ACA enrollment fraud scheme – targeting homeless people, the unemployed, and people with substance abuse disorders, paying street marketers to drag them into enrollment offices.
By November, a brokerage president and a marketing executive were convicted in a separate $233 million scheme.
Senator Chuck Grassley wrote directly to Biden's CMS in 2024 demanding answers.
Biden's CMS never responded.
Trump's Team Is the First One That Actually Tried to Stop It
Oz told reporters Tuesday that CMS implemented a new program integrity rule two weeks ago – the second attempt after a court blocked the first one for procedural reasons.
That earlier injunction was the kind of legal obstruction Democrats cheer as "protecting access."

The Trump administration fixed the compliance issue and pushed the rule back out.
Oz was direct about what that means: "If you care about the ACA, then you'll want us to take the fraud out."
The Paragon Institute estimated 4 to 5 million improper enrollees before Oz's figure – and their methodology was validated by the Trump HHS's own impact analysis of the new integrity rule.
That rule is projected to save $150 billion over a decade.
Here's the number nobody in the Democrat Party wants to say out loud: the IRS has no record of tax reconciliation for over $21 billion in premium tax credits issued to 2023 enrollees.
Twenty-one billion dollars.
Gone.
Biden spent four years pointing at that enrollment number like it proved something.
It did – just not what he thought.
