China just showed one soldier controlling 200 autonomous drones at once.
Now Adam Schiff wants to make sure America can't do the same.
The same man who spent years lying about Russian collusion just introduced the HALO Act – legislation designed to wrap the Department of War in red tape at the exact moment America needs its hands free.
One Soldier, 200 Drones – and Schiff Wants America to Slow Down
The HALO Act would legally mandate human involvement in every AI-driven military operation the Pentagon conducts.
On paper, that sounds reasonable.
In practice, it means American commanders would need human sign-off while Chinese drone swarms make targeting decisions in milliseconds.
Schiff framed the legislation as "commonsense guardrails" and is pushing it as an amendment to the National Defense Authorization Act – the must-pass defense bill that funds the entire military.
That's the playbook.
You can't pass bad legislation on its own, so you staple it to something that can't fail.
Senate Democrats Kirsten Gillibrand and Elissa Slotkin are running the same play simultaneously – each dropping their own AI restriction bills as NDAA amendments, turning the defense policy bill into a progressive wish list.
The Timing Could Not Be Worse
The Trump administration's FY27 budget request just proposed a staggering jump in autonomous weapons funding – from $225 million to $55 billion for the Defense Autonomous Warfare Group.
That's not a misprint.
Senate Armed Services Subcommittee Chairman Joni Ernst put the stakes plainly at a May 19 hearing: the Pentagon is seeking that money because it is "integrating the AI-driven targeting with those autonomous munitions at a pace that DoD directive 3000.09 was not designed to contemplate."
Her follow-up was blunter still: the policy architecture "really has to scale with it – and this is where we probably lag behind."

At China's 2024 Zhuhai Airshow, defense contractor Norinco debuted an entire brigade of armored vehicles and drones operated entirely by AI.
One soldier. Two hundred drones. Zero hesitation.
The Iran operation already demonstrated what AI-integrated targeting looks like at scale – over 13,000 targets struck under Operation Epic Fury, compressing decisions that once took days into seconds.
That speed is not a bug.
That’s the entire point.
Schiff wants to legislate that speed away.
This Is Not New – It Is a Pattern
Democrats have been running this game for years.
In 2023, Senator Ed Markey introduced the Block Nuclear Launch by Autonomous AI Act – same concept, different vehicle, no traction.
Every time the Pentagon moves toward modernizing the force, Democrats introduce legislation to slow it down and dress it up as ethics.
The Pentagon already has robust doctrine governing autonomous weapons – DoD Directive 3000.09 has governed autonomy in weapon systems since 2012 and was updated as recently as 2023.
Pentagon officials have said existing military doctrine already guarantees human commanders retain ultimate authority over lethal force.

Schiff's bill doesn't add protection. It adds lawyers.
Schiff's answer to Ernst's testimony is to introduce legislation that contemplates even less.
Schiff Picked His Side
This is the same Adam Schiff who led the impeachment circus, fabricated intelligence committee testimony, and spent four years telling America Trump was a Russian agent.
Now he wants America to trust his judgment on national security.
He introduced the HALO Act the same week the Pentagon announced it had signed AI deployment agreements with OpenAI, Google, Nvidia, Microsoft, and Amazon – eight of the country's top AI companies ready to put their systems to work protecting America.
Anthropic was the one holdout.
Schiff built his bill around Anthropic's objections.
The Trump administration designated Anthropic a supply chain risk, ordered federal agencies to phase out its systems, and moved on.
That's what winning looks like.
Schiff's legislation is what the losing side does when it can't stop the win.
China is not waiting. Russia is not waiting.
The Pentagon's $55 billion bet on autonomous warfare is the correct call – and Adam Schiff just introduced a bill to make sure America blinks first.
